What the guy means is that Iodine intake wont move out the F and the Br and Cl of the body.

Fortunately the Iodine binds to these Cl I+ Cl - , and Br and F and makes these in soluble salts, I will attack F or Cl or bromide very fast . then the body can balance and eliminate these F, CL, Br with the surplus I.

Test shows urine concentration of heavy metals, and F and Br raise up by many folds when the test subject gets Iodine intake. The process of detox can take up to 6 months to generate results in elimination of Br etc. and can take up to 2 years to complete with up to 50 - 100 mg of iodine daily !!!!
