Yes, it truly is buried. But I think if someone was paid enough to research it, they could dig up the publications of the flour industry in the 70s and see when the policy change went into effect.

I am tempted to apply for a job as a secretary at one of these places and snoop through the files.

Think I could pull that off? :)
