MA state law does not have any specific penalty (if you read the bill) for refusing vaccination. It does for refusing or breaking quarantine. It does for breaking isolation. There are many severe penalties that can force people to get vaccines just to be able to live their lives (like if the quarantine lasts the full 90 days, etc.)
Regardless, the real problem is that MA jurisdiction can be overridden by Federal Emergencies with the power of Presidential Orders (several odious POs). POs can be triggered by WHO "recommendations" to go to mandatory vaccination. The WHO has jurisdiction and 194 countries have signed away their sovereignty to the WHO for "pandemic" diseases.
Ask any good international law attorney. It's hideous.
