I don't believe he can do it.  This is not just my conjecture.  I would think he would have to splice or rearrange precise sequences of DNA.  I suspect he would also have to recode not just the protein manufacturing parts (in humans it is about 4% of our total DNA) but also change the sequences of what was once thought of as "junk DNA".

I seriously doubt if he has intact DNA from a dinosaur.  I suspect whatever dinosaur DNA he has has been severely degraded.
