I think the difficult thing when it comes to dealing with facial hair is to acknowledge that the coarse hair in question is, in fact, the start of a moustache (or whatever). It would be nice to think that it was something more "feminine" and could be dealt with in a more "feminine" way, but if it's coarse moustache hair, then shaving's the most effective way of dealing with it. If it's only very fine colorless hair, then a depilatory cream or lotion may do the job OK.
