Redness always returns

Hello all:

I am not circumsized and for last few years have a problem with redness and really smelly mucus that goes away when I clean with H2O2 (Hydrogen-Peroxid) or apply Cortaid, but returns in a few days after I stop applying the cream.

Is there anything I can do to clear up this condition?
