This rendition of the Wizard of oz story comes from the Commercial Redemption Conspiracy theorists, I do believe. (Someone correct me if I am wrong about this.) It seems that this CR stuff came out of the early patriot movement, imo.

Many within the early patriot movement became later ('90s) known as "patriots for profit", making lots of money off those looking to regain their lost monies and freedoms... selling notions that the so-called "income tax" was unconstitutional, together with a variety of methods to avoid paying the tax. Many of these arguments were considered frivolous. And those that took some of these into court to argue their point would find themselves with a stiff fine, a prison sentence and a new category of citizen labeled "tax protester".

A few religious zealots had started synthesizing the commercial redemption with biblical scripture and the symbolism found therein. In particular, the stories of the Garden of Eden, John the Baptist and crucifixion of Jesus - forgiving people of their sins (debts and their debtors) have been used to help sell this idea.
The story of the Wizard of Oz, like the stories of the Bible carries a lot of symbolism which has made it quite useful in many ways and to support the idea of commercial redemption.

Proceed with caution concerning these sites that put out this commercial/administrative remedy stuff.

This is not to say that the Wizard of oz is not worthy of conspiracy, it is just to say that people will always be people, subject to greed and exploitation of the innocent.
I am presently looking HALLELU-YAH.ORG. They seem to be more legitimate and honest. But have to add that the jury is still out with regard to Commercial Remedy being a viable option with this present economy.
