Why didn't they waterboard Larry Silverstein?

Why didn't they waterboard Larry Silverstein? They should at least force Larry Silverstein to take a lie detector test to find out if he really had a "dentist appointment" on the morning of 9-11-01! Then they should ask him if he let the Mossad plant explosives in his buildings. In all murder cases the police question the person who gained from the crime (like insurance payouts etc.) but not if you're Larry Silverstein and your buildings collapsed at the speed of gravity!
