The answer to your question really depends on the brand of essential oil you use. A high therapeutic grade, free of chemicals, pesticides and heavy metals  (like the brand I use) have many oils that can be used on the skin. A user guide comes with every oil and there is a list of THEIR oils that can be used neat.

In saying that I have used another brand of lavender (many years ago) and actually burnt my skin. True lavender shouldn't do that. It was most likely adulterated or cut. Lavendin is a common and cheap way of replacing lavender with the same scent. But lavendin is a skin irritant. There is no way of knowing unless you trust the company that you buy from. Some of the oils I buy are approved for ingestion! I know they are safe!

Don't risk buying cheap oil and if you don't have information on the bottle such as the botanical name, where it came from, the part of the plant used, method of distillation and that is 100% therapeutic grade, I wouldn't be putting it anywhere near my body diluted or not!
