Question....Please Help

Im not sure if this is herpes or not so im hoping someone can help. About once A month about 2 weeks before my cycle starts I itch some and get this what looks like a blister thats so sore its hard to touch and swelling all over. the blister does not appear in the same place all the time, sometimes its on the ouside in the hair and some times its on the inside.... at times it feels like a bee is stinging me and at times it will itch..my boyfriend now has trouble also....on the head of his penis right beside the hole he gets a small looking blister on each side and says it hurts and itches alot...plus he said it feels like its going down the tube.....i have seen a dr many times to be tested and it comes back no says i dont have anything..hes going to see a dr next week...does this sound like it could be herpes?????
