signs of liver distress on the skin

I cannot remember where I read this information, but can anyone confirm here that the small red blood filled spots called NAEVIE are linked to liver congestion or the liver being under par and stressed?

I was surprised that my naturpath did not know this!!

But am pretty sure have read it somewhere.
