To every action there is an equal an opposing reaction.

Always have viewed Alex Jones as being a reactionary. The more he persuades and incites others to take up the cause, to oppose the 'they', the evil doers, the more he is helping to create an upcoming conflict to manifest.

It can be said in this way, the fear of there being a police state is helping to bring it about.
