vitalizer plus?

Hi folks, I am new to water filtration as I moved recently from the country where we had a well. I have chlorine in my water. I've heard of vitalizer plus which sounds interesting. If I get a vitalizer plus how would you suggest I purify the water first? Can you recommend any specific brands. I may need to pay with a payment plan or to buy different units gradually. Could we buy a really basic $ 150 carbon filter type filter and then use the vitalizer plus? Could get all that I need if a payment plan is available. I look forward to hearing about any suggestions that you all have!
