It's true. The FDA says that if anyone claims that a product treats or prevents a disease then it is considered a drug. So if a Celery farmer claims that eating Celery or drinking Celery juice will help prevent cancer, the FDA can confiscate his celery crop because they are now considered a drug. It's all a bit silly.
