Olive Leaf Tincture

I would like to attempt to make an Olive Leaf Tincture but really have found no specific information about it.

So I went to a local organic market that sells tinctures made by Herb-Pharm. The label say the contents are:

Certified organic grain alcohol (86-92%), & Olive leaf extractives.

Would you really need an alcohol menstruum that strong for Olive leaf?
