Sebaceous Cyst in Baby

My 1 year old daughter has had a sebaceous cyst since she was about six months old. I'm not sure why it formed. A doctor has looked at it and says he doesn't recommend removing it because of her age, and said that it may go away on it's own. It hasn't. Even though it doesn't seem to bother her I'd like to get rid of it as it is right by the outside corner of her eyebrow and fairly obvious, as you can see in this picture (right side):

Does anyone have any suggestions as to how I can get it to go away without surgery?
