I don't know what is so bad about this. These courts are set up so that people who live in these communities have an option of going to their "community court" or to the regular "state" court. It's a little like small claims court. It works well for the "state" court because it lightens the case loads on civil matters - not criminal matters. I am sure that if you look hard enough, you will find that the same thing (at least with different populations, religions, etc.) exists here in the US. It's the "Moslem Fear Factor" that is at work here.
