A great resource for essential oil calculations is the book:
Aromatherapy for Massage Practitioners by Ingrid Martin. This book is great about listing dilution percentages for almost all kinds of treatments.

Another resource is the National Association for Holistic Aromatherapy (NAHA) found at NAHA.com.

This site is very helpful, and, as it comes from the association itself, I would assume the levels are accurate & safe.

Quick tips:

bath salts- best to use from .5% to 2% MAX.
body oil- use between 2% and 2.5%
facial spritzers-use at 2% max...face is sensitive
