The chemical that you smell is chlorine dioxide and it smells like chlorine but does not have the same toxic breakdown products of chlorine. It breaks down to chlorite, chlorate and ultimately chloride(salt) not chlorine. Chlorite and chlorate are somewhat toxic in certain amounts but do not persist. Some hypochlorous acid may also be produced in the body
