OK, I'm new to making this stuff question

I'm making it in muffin pan, down south in humid florida. I couldn't get the resin to gell. We think it's because I didn't mix the catalyzt correctly. My next question is do you pour it in layers, or just do one pour? We can't figure out the layered pour bit in the directions.
We aren't at all sure you CAN pour it in layers.
