Re: 'More and more' bloggers facing arrest

Just as a matter of curiosity, do you know if "blogger" is formally & legally defined in this situation, such as in the case of people who maintain an actual blog, or is this a term being used broadly to indicate they are going after pretty much anyone who in one way or another uses the internet to communicate critique of government?
