It is possible, even likely, that you are drinking too much water. Rather than stopping the hunger it can actually encourage cravings. One of the reasons I prefer dry fasting myself is that water often keeps me craving food. Try reducing your water intake drastically. I fasted for 30 days drinking only one glass of water per day and also gone seven days without drinking any water at all.

It's very difficult to drink too little water, but too much water isn't good for you.
