MMS and aerobic bacteria

I dont understand the relationship between mms and aerobic bacteria such as lactobacillus etc . Am I right in thinking that Jim Humble is saying they will not be killed because they are aerobic or because there is not enough chlorine dioxide to kill them. I know that chlorine dioxide is used to kill aerobic bacteria such as legionella in water treatment so this doesnt make sense to me
