Clarification:

It's sodium chlorITE (MMS - NaClO2), not sodium chloride (table salt - NaCl). Note futher, the Miracle-Mineral-Supplement protocol converts sodium chlorITE to chlorine DIOXIDE (ClO2). To make a worthy point you must first understood the basic chemistry of what you're referring to.

As you know, BSE is a protein based pathogen. The page referenced does NOT actually say any more than this, nor does Jim Humble's writings. One may benefit themselves and others best by first reading the material more objectively.

Lastly, if BSE is acidic in nature - as most pathogens are - it stands to reason that BSE may be effected at some level by the use of Cl02. A copper/manganese imbalance does not here weigh into the equation. Chlorine dioxide is extensively used throughout the industry wherever these nasty prions may be lurking (meat packing plants, testing labs, autopsy tables, etc). The purpose is because ClO2 is known to be effective at some level. To WHAT level, exactly, we do not yet know and it is important to understand that Jim Humble does not state such nor is the Miracle-Mineral-Supplement movement founded upon it.
