There is a theory in misinformation management used by special ops and governments, that whenever one wants to misdirect the attention of the "public" (a different group then we are addressing) one creates an event or a stir to have "members at large" look the other way so they will be kept busy engrossed in what appears to be activity while any "grey" or "black" ops continue running under the auspices of a "surface cover".
I'm not sure why that appeared to me, probably because there are so many Conspiracy theorists. Of course these ops are not ethical else they would be useless.
