The way I understand it is that only one person (webmaster?) can give these ratings.
I have seen a RN with this ~ in front of it, may be given by a moderator, it means that it is not in the newsletter. It might be then changed by higher ups to RN (published), any R's or BSA.
You have a good chance that your RRR will get the attention and might be changed.
