If the powers that be wanted to uplift the masses, they would decrease or eliminate college tuition and lower the subsidies given to welfare recipients. If I were a Conspiracy theorist, I would believe thet those in power want poor people to be eliminated from the competition for admission to good universities so that they won't take spaces that usually go to the childen of the elite.
