I don't think anyone can really drive on ice. Even in Pennsylvania here.. we have plenty of car accidents if they don't salt the roads ahead of time before Sleet/freezing rain/snow storms.

Driving on snow is bad enough, but if you go slow, you can make it because there is some traction. With ice, you can't control what may happen to your car.
