If it's a congenital fusion you're stuck with it. If it's not a congenital fusion you're stuck with it. If you've had it since birth don't worry about it. When the vertibra are surgically fused it becomes a problem because of hypermobility as an adaption to the loss of mobility the fusion creates.
Don't worry about it, as long as C1&2 are correct I'm sure your body has adapted quite successfully to the birth defect.
