Lack of pigment under the eyes

I have dark circles under my eyes and lately I've gotten some patches where the pigment seems to have disappeared. Is it safe to put Iodine there? Do you think it will help? I can't remember the name of the condition, but I guess it's the one Michael Jackson had.
