That's the usual typical territorial behavior. Cats when they set their eyes on anything they see and guard, it's already marked as their territory.

Also there's something that begs to be asked, do you have any kind of animosity toward the neighbor with the cat that roams. Maybe that will reflect also on your cats as well.
