Man, does the author ever have it wrong.

The Constitution does not GRANT rights. The Constitution merely recognizes several of them and forbids the federal government (and, ultimately, all state and local governments, as well) from violating those rights.

Your rights are yours whether your government realizes it or not, and the government has no authority to take them away, although it has lots of means of using force to punish people for exercising their rights. All of those effort to curtail the exercise of rights are completely unconstitutional and plainly wrong to any decent human being, but decent human beings are few and far between in the upper levels of government these days.
