I take it you mean the 'myelin' sheath, which covers the nerves of both the central and peripheral nervous systems. Don't know what you mean by 'irritate', but when it is damaged, myelin does not regenerate - ask anyone living with multiple sclerosis. Don't know how parasite toxins would relate to ADHD, but it would not involve damage to the myelin sheath or to neurons themselves.
