my doctors office making false claims to my insurance company!!!

i saw my doctor 3x total first time was for x-ray and second for MRI, third for MRI result and i look at receipt it showed they billed my insurance company almost $2000.00 for nothing i was diagnosed with? i just spent my time and money at this doctor in south florida to have him tell me that i need to go see another doctor???
can they do this? i mean this is the reason why our health insurance is so high! i am very angry at this doctor because i'm still sitting here with pain. someone please tell me what i can do about this.
