My restless legs were helped considerably by high doses of Vitamin E - 2,000 per day. I can always tell when I go a few days without it.
Vitamin E is specific for getting blood flow to the extremities. Walking also helps. In that vein, I would think foot or leg massage would help too, and be relaxing if she has someone that can do it for her at bedtime
Take the Vitamin E in the mornings; it is slightly stimulating.
