Confused about NEEM oil- is it really safe for young children??

I have heard rave reviews about neem oil helping to cure eczema and its all over. I bought some internal capsules for my 23 month old son who suffers with eczema, well the label says not recommended for children under 12 years old! This is very upsetting! Is it safe to use the oil soap or cream on him? I have read so many good things about this stuff on line but then I found an article stating it could cause a child to go into a coma. Oh my! I want to help my son, not to hurt him. I also want to use the neem soap but I am pregnant. What shall I do? Is it safe externally?
