Reading behind the lines, this AP article really seems to be about somebody (perhaps the journalist who's name is affixed to that article?) being put to the task of mining some advantage out of publicly whining, rather transparently at that, over the fact that, despite the abysmal condition our present system has degraded to, for now there still reamins enough remnants of the old system that people so minded still have an out (as in, an Opt Out) to protect themselves when it comes to certain specific defacto-requirements the present system regularly foists upon it's people; like vaccinations.

This article really seems to be about somebody put up to the job of publicly complaining about this in a way that hides this motive behind the outward/overt attempt to dismiss, discredit and or smear anyone, like a Sabrina, who has the nerve to avail themselves to these remnants. By the way, objections to adhere to performance that a government attempts to compel upon it's people "on religions grounds" is, of all things, codified in sections of Title 18 of U.S.Code. U.S. Code, by the way, is chief among the government's various, official declarations of what it (the government's) purports it's formal laws to be.

By the way, from 1933 and continuing all the way up to (at least) the era of Patriot Acts I & II, the same Opt Out was available to anyone who did not wish to participate in the systemsatic method of inventoring human flesh. The full extent of Acts I and II have never been fully disclosed to the public as far as I am aware. It is for this reason that part of the nature of such stealth legislation is, in the interest of national security, few people in the public are permitted to know what the full extent of these acts is (IE> the complete written & enacted langauge).

By the way, something this article completely failed to mention; Title 18 also defines specific crimes, and punishment therein, especially for government agencies & their agents, for anyone who attempts to violate one's legal rights by alledging that a person is lawfully obligated to do certain things.....like, disclose an SS# as a condition of accepting an offer of employment ....or disclosing an SS# as a condition of opening an bank account....or implying that a person is required by law to submit to vaccinations. Far as I know, to this day Title 18 is generally treated as though it constititues legitimate law. It's difficult to say for sure. For one reason, because so few people are aware of Title 18 and it's contents in the first place.

This is just a hunch, but an AP MSM article is probably among the last places that an interested person will ever find themselves being informed of things like the legal provisions defined by the government itself for people to object to the government's attempts to compel them to perform in certain ways.
