I know about the Japanese doc you mentioned. Can't think of his name just now, but is he the one who took photos of water crystals after using different stimuli? Such as metal music vs. classical, words taped to a glass of water "I love you" vs. "I hate you," etc., negative vs. positive... The crystals of water were perfect with classical music, "I love you," etc. Is this the doctor?
As far as quality of water you can get the same results using a pendulum and invoking positive intent directed to the water. Costs as little as 10 cents, depending on what you use to make your pendulum.
You don't need to spend $4,000. Check out this guy, Raymon Grace, who uses a pendulum to change negative or contaminated water to clean positive water. Here's an excerpt giving an explanation:
