Please help me identify a skin rash!

I've had this rash for months:

... it looks like goosebumps on my under forearms but I don't think they're inflamed goosebumps - they seem to be growing and merging into larger patches over time ... it's appearing on my arms, sides of my torso, on my thighs (mostly inner thighs), and on my lower legs (big patches) ... hydrocortisone does little for it, neither does Clotrimazole (ringworm/jock itch cream) ... it seems to get more red when I eat things I might be allergic to, and it calms down when I put apple cider vinegar on it ... but nothing seems to make it go away.
It's intensely itchy when I go to bed ... I haven't gotten more than 3 or 4 hours of sleep per night on average for the last month. Vagisil and apple cider vinegar to numb the areas seem to help with the itching though. The red patches seem to flare up on days when I also notice that I have more static electricity in my body and more anxious.
Any ideas what it could be? Thank you.

This is a reply to # 2,243,992I forgot to add .. my rashes seem to get worse and more itchy on days when my body temperature is lower too. I'm averaging 97.4 degrees F lately ... in the mornings, sometimes as low as 96.7 or so.

This is a reply to # 2,244,000Thanks for the suggestion - I thought it was eczema, but the raised goosebump like rash didn't look like any eczema pictures I saw on the web. Shouldn't eczema respond to hydrocortisone?

This is a reply to # 2,244,069I have the same type rash that came onto me back in 2012 after I walked out into a field with only sandals and cutoffs. that night after I got out of the shower I noticed on my left leg, red marks looking like bites, they had a tingling itch.
My hubby applied some lotion to both legs to take away the itch and dryness. Well, it got worse, progressing to a burning, itching, welted, disgusting sight. This stuff reappears now every year. I spray Listerine mouth wash on, it calms down the burn and itch. Now my legs have tight skin, swollen, turn red, and peel off dead skin, still have bumps, some seem full of liquid. I'm taking Olive Leaf Extract
9 a day, it seems to have quited down. Another thing I notice it feels like something crawling inside my legs. It stays on my feet up to my knees. I have been told it could have been chigger bites, or a weed called Sumac, deer ticks, or spider bites. Whatever it was that got me is very debilitating.- Re: Please help me identify a skin r... I have small bumps and allergic redness made by white items that can be usually only be seen with a 10X mirror. They feed on body substances underneath the skin, and when irritated like a tick, they bite and sting and get upset and cause redness and sometimes a mostly clear yellow pus. That is probably what made them multiply and spread in self-preservation.
To calm mine and keep the surrounding skin strong, I use triple Antibiotic ointment with pain reliever. If I use too many other cleansing products, they get upset again.
It is frustrating, and I now have to resort to attempting an online pinworm product from Amazon to see if it will get rid of the tiny, very tiny, damaging nematodes on my face.
The reason I say nematode is because it is not a cestode or a trematode. Those are the three catagories of parasites, as in parasitology.
