I wouldn't pay any attention to Vernos post or his/her advice, which is largely irresponsible and incorrect regarding your query in this thread.
At 5' 8" and 130 lbs you are in no danger while fasting or continuing to fast. Much depends on your frame and what type of build you have, such as being an ectomorph, mesomorph or endomorphic type.
Vernos mentions Wikipedia as the most trusted source of information on the subject of fasting, but nothing could further from the truth than that misinformation, so take no heed.
To allay any fears, these statements of Vernos are totally incorrect, irresponsible and so untrue...........

The body uses something called "protein-sparing" in its efforts to conserve food reserves, and even after the point where starvation has been reached.
For example: Yeo's physiology gives the estimated losses that occur in death from actual starvation as:--

Muscle 30%
Blood 17%
Liver 56%

Brain 000
Furthermore it is physiologically impossible to starve to death until after the skeleton condition has been reached........................

This a photo of Mr George Tuthill on day 41 of his fast and where the skeleton condition has almost been reached and where he is still in the fasting state. He derived much benefit and broke his fast shortly after with no danger of starvation whatsoever.
This one is partially true............

In point of fact, people who die from starvation, generally die from general organ failure and not just heart-failure, but no one here is advocating starvation.

As T2 so rightly points out, Heart palpitations are quite normal on a fast where the body is self-adjusting its electrical activity and sometimes working harder to eliminate toxins such as arterial plaque. The body would require rest at such times so as to aid the Heart in its work..........

Vernos advice re' having your fast supervised by a Doctor is fine, but what do most Doctors know about fasting or the fasting process?
Very little if anything.
I would need more detail concerning your eye vessels which you say are inflamed and red. Is this the whites of your eyes that are red or bloodshot? or the eyelids and so on to be able to help you further.
There are numerous causes for these symptoms, including a slight Vitamin C deficiency, which is highly unlikely in the fasting state.
You have said that bad blood circulation is your families heritage, but I would wager that this has everything to do with your families history with diet, rather than anything genetically-caused.
