Roundup Herbicide in what dilution? How safe is safe?

I need to know the exact amount of Roundupmax Pro was used to spot spray one a stand of Arundo Donax (Giant Reed) yesterday December 1, 2011 on the rim of the Arosa Canyon, bordering our property.
I am concerned about heavy hard lumps under my neck on both sides as I wake up this morning. I am also feeling something unnatural in my throat as if I have taking in a some kind of invasion. This happens when I am exposes to flu, but this was not flu yesterday, it was Roundupmax Pro is some dilution sprayed form a container that may have had some dilution of water added as well.
This was not the procedure I had heard, the procedure that had been discussed called painting of roots of the Arundo Donax that is suppose to happen within a few minutes or less.
This was something in the air that came by way as I stood at a distance of about 20 feet on a day when the leaves on the trees were visibly moving. I recorded that with my camera.
There was some Arundo Donax cut down to the root. The majority had this type of spray treatment.
Another small section was just cut down with the idea that we will have an opportunity to use a black plastic tarp to do the protocol where you attempt to kill Arundo without herbicide.
TODAY MAY BE EVEN WORSE
The Arosa Canyon has numbers of neighboring parcels that join our land. I have been making progress meeting neighbors and we have started to dialogue. I have been in some good opening of conversation with the FIre Prevention Bureau as well, and Claire Billett, a biologist who works for the Open Space Division that coordinates with the Fire Prevention Bureau.
HERE ARE THE TWO MAIN ISSUES THAT ARE UP FOR ME NOW
The neighbor who owned this parcel that was cleared yesterday would have taken more time to come up with a plan if there had not been so much intense pressure from the Fire Prevention Bureau to get this job down now or face extensive fines for non- compliance.
Other neighbors were given an extention, however, she was not notified that she had more time to work on this.
She wanted to get the job done. She is environmentally sensitive...she did not like the idea of using the black tarp idea, but made a compromise of sorts to allow us to attempt to Arundo Donax removal strategy on one small portion of the removed plant.
IF THIS WAS PUBLIC LAND
If this was public land, there would have been an extensive coordinated Environmental Impact Report before this work was attempted.
I came upon a number of these reports as I have been doing my research on Arundo Donax Removal.
THE BURDEN ON THE HOMEOWNERS
This is private land, and the burden of removal of this plant that is considered invasive has been placed entirely on the homeowners.
THE RECOMMENDED STANDING ACCEPTED PROCEDURE WAS TO USE
ROUND UP
There do not appear to be any codes in place right now regarding Roundup Herbicide use on private land.
Roundup is considered legal to use. According to RIta, one of the Storm Drain specialists, Roundup is used regularly by the city itself to get rid of sidewalk weeds.
This is all I have to say for now.
At least I do not have a severe headache.
I have been taking YES from the Flower Essence Society and drinking Purist water that removes contaminants from the system.
I am sensitives to chemical invasion. I eat primarily locally grown organic food for my own health and this land has not known chemicals in the air but rarely.
We paint with low fumes paint.
I want to get more rest.

There is going to be more potential spraying and cutting today.
