Could be you have floating ground which is causing the scope to read an ofset.

Just an possibility. I was an electronic tech for many years...

1) Just verify probe and scope are ok - hook probe to the 5V test output of the scope just for a sanity check.

2) make sure you have ground of probe hooked to ground of device IE floating ground will cause that reading as well.

Just a sanity check.
