I don't know about re-growing eyelashes, but Squeakyclean uses it inside her eyes and I began doing it, too, after reading her post:

I pull out my lower lid and apply it that way. It's an extremely heavy oil, though, and that took some getting used to...and I don't do it everyday...maybe every week or two.
