Not necessarily, to kill parasites with current is not the same logic than to kill them with electromagnetic waves. The specific positionning of electrodes, the number of electrodes used, the contact area of each electrodes, the wetness of the skin and of the electrodes, the output voltage and the maximum allowed intensity of the device, influence the killing effect...(and depending on the waveform and the frequency, it may produce a different effect)

So a more accurate statement would be : by using a ultimate zapper (or any other zapper) with 2 handholds and 2 footpads is not effective enough to have a high enough current (with a killing effect) in all parts of the human body.
