Keep them accountable for their actions, even if it calls for vigilantism, I say. They're harming people, and we want to attack them with paperwork? Furthermore, the system you'd submit paperwork to itself is corrupt and you will never get justice like that. Look at the veterans who are suffering with Gulf War Syndrome. The government won't even admit fault. They aren't being honest and we expect fairplay in the realm of paperwork?
