There's no such thing as "executive privilege". Such acts are "ultra vires", outside the authority granted to any bona fide president. Basically, the gov has been overthrown from the inside. Time will tell if the States have the brains or balls to control that which their predecessors created, but to me it appears that the creation has broken from its chains and the States are powerless. Kind of like how kids rebel against their parents, or how some people rebel against God, the created National Gov. has rebelled against its creators. It is just a natural thing, expected to happen sooner or later. Self government by materialistic masses is impossible, when the battle of Man has always been a spiritual one.
