What value is art?

Does art have to speak to any subject?
Or can it ( as it is said) exsist for its own sake?
Can it have no other basis than the feelings and emotions of the artist?
How does the artist consider the value of those emotions that flow freely into whatever art form is chosen? And why impose value? Who ( if anyone) is able to put avalue on any expression of interior emotions, visions that are brought into an expression through any medium?
How can any observer connect to the thoughts and emotions of the artist?
Looking, viewong, contemplating a piece of art still puts on in the position of the "observer". It is whatever the "observer" feels, thinks, and sees in the art work translated trough their own emotions, feelings, understanding that registers within those who look.
Ablack canvbas with a white dot in the middle may mean one thing to the artist and another to the observer. Or maybe, someone decides that it is just a balck canvas with a white dot with no meaning at all!
Is this a thing of value? Who should be the one to decide? Is its value only in the marketplace? If that were true, many of the now great artistic works would have been thrown out durning the life of the artist....their value seemed worthless at the time they were alive. We would now be missing their works.
