Normally, all the other HP bottles in regular drug stores mention the word "stabilizer" in 'other ingredients'.

In the Costco HP, it says USP grade 3% HP. Other ingredients: Purified water only.

I am talking about Costco Canada. Their HP is "made in Canada"

Check out the HP in your local costco and read the labels.
