I work in an office with all flourescent and NO windows in my part of the building, ---and let me tell you , it really negatively affects all of us at work. There are constant fights, depression, irratibility, etc. Things get worse during the dark Winter months also.
This is why I feel the governments should still permit low wattage incandescent and full spectrum bulbs. They should be a little more flexible --- still keeping the bulbs low wattage, (40 watts, etc.) but still keeping an option open for those who suffer from SADD, and have jobs that keep them from getting enough natural sunlight to help.
I feel that I am in that catagory, as we live in the Northeastern part of the United States, where there are more cloudy rainy days than sunshine over here--- even in the Summer months.
Solution to this upcoming mandatory phase-out of incandescent bulbs? Stock up now, but make sure that the bulbs you stock up on are low wattage-- so that you won't get into any government trouble down the road when the electric company reports your meter readings to some government agency.
Get a spare cheap lamp now-- in case they phase out ordinary lamps that fit ordinary bulbs-- keep it packed away, in the event your existing lamps break. Because who knows if the lighting fixtures that fit existing lightbulbs will be made the same by 2012.
Go to places like Target, or Pier One for good deals on attractive lamps that take 40 watt bulbs.- If you get a big lamp-- use no more than a 60 watt bulb for areas that need more lighting. Pick up 60 Watt full spectrum bulbs for that.
For a really healthy, soothing type of light-- I reccomend getting a Himalayan Salt lamp. Believe it or not, you can get a decent size one for $29.99 a piece. (one site I got mine at doesnt even charge shipping and they deliver within the week!-
Some catalogs will have these same lamps for like $59.99 a lamp-- but you have to shop around.
Places like:

are very reasonable. Salt lamps take 40 watt Candelabra type bulbs--which doesnt waste energy. The warm glow from them is not only soothing after being under harsh flourescent lights all day- but they also have a purifying Ionic effect on the air around them .
Just keep picking up packs of candelabra 40 watt bulbs when you see them in the store, and pack them away in bubble wrap in a box. Use them for these types of lights , and place the lamp in front of a mirror to reflect even MORE light for your sore eyes.
I'll tell you--- When I come home from work, I'll eat my supper in front of the computer and all I will put on in the room are those two low wattage Himalayan salt lamps -- and maybe a candle. No Television- no other lamp, just my two affordable beautiful Himalayan salt lamps. Get these types of things now while you still can-- while the FTC still permits us to.
Prepare for the upcoming times ahead . Little things like this will make the World of difference later.
