I agree with ILoveElton. 60lbs
pounds should not cause loose skin. You don't say how old you are, if you are under 40, I would not worry about it. If you are, it really depends on your skin and how rapidly you put the weight on in the first place. If the weight gain was so rapid it caused stretch marks it may.
I am worried about this as well, as I have a lot to lose like ILoveElton. At least 120-140 lbs and I am 45. My skin scars badly and I cannot even consider plastic surgery. I'm hoping that the extra collagen in my skin which causes the bad scarring (known as keloids/cheloids) will help avoid this, but who knows.
Also, losing slowly is better than losing fast, if you want your skin to "catch up with you". My plan is to go down to 225-200 (depending on how my skin responds) then holding for 3-6 mos before attempting to lose more. I'll still exercise and such.
If none of this works, the plan is to compress/wrap my skin until it submits, which could take years, but it's the only option available to me. Basically by wearing girdles for the thighs/mid-section. For the arms, I would probably lightly wrap them in elastic bandage.
Takes seven years for the skin that is on the inside to make it to the outside... but better to try and fail than to not try at all.
